Using standards (framework/criteria) provides a list of performances that need to be met at a particular level in order for a student to be classified at that level.
I do not believe that using the communicative approach and standards means that you are teaching to a test. The use of the communicative approach in its self precludes teaching to a test as the curriculum is developed based on the standard(s) and the students’ needs. The activities are designed using authentic material thus, the activities are concrete and are more likely to allow students’ to demonstrate their ability to use stress, intonation, grammar knowledge, style, etc. The purpose of having a framework is to give direction to performances level required in terms of functions, notions and performance. It is up to the teacher/tutor to make sure that the curriculum is filled with opportunities for students to experiment, explore and practice the prescribed skills.
